Superbowl Chemistry for welcome pack players

Super bowl past chem boost only exists on the upgradeable cards. Seems like this was an oversight or maybe I missed something?

The Trent Williams card (and Devin Bush) come with a chem that is supposed to boost all 95/96 super bowl past players when fully upgraded. As does the Jalen Carter And DeAndre Hopkins cards for present players. All the welcome pack Super Bowl cards have this chemistry when fully upgrade, which we only get enough tokens to upgrade one. 

No other Super bowl past or present players have this chem. In the chems tab it always says Tier 0 1 of 2.

Did they forget to add the chem to all other super bowl players? Were we meant to be able to upgrade the other Super Bowl welcome pack players? I know it's well past the Super Bowl promo, but I still use a handful of these cards (Trent Williams, Deion CB+WR & Ronnie Lott) and it would be nice to get the boost it seems like we're supposed to be getting. 

OR am I missing something here? Did I miss some way to activate this chemistry that isn't obvious? I would hate if that was the case. I'd also hate that it was a bug and wasn't fixed... Or it does work and the chemistry tab is just wrong. I've tested it by removing Trent Williams and my Deion stats do not change.
