The Animation is Slowing Down and never return to normal speed

I bought the game in steam

I have a PC spec of

Ryzen 7

RTX 3050 gpu

32 gb ram

. . . it run smoothly even high graphics but the animation is slowing down and never return to normal speed.

it's like droppong frame rate.

I already adjust the settings to the lowest

but still.. the game animation is slowing down and never run back. how to fix this?
