Launches to settings, nothing saves, pc

Madden opens just fine but always to "Welcome accessibility settings". Nothing saves with the error "File Operation: File Saved Failed".

Tried this fix but no luck:

EA App's Cache (Top Left Menu > Help > App Recovery)
EA App - Repair (My Collection > Tile Dots > Repair)

Delete Windows Temp Files
First, make sure you close as many programs as you can
Press the Windows key + R, go into the file explorer
Type in %temp%, and hit Enter
Delete everything it allows you to delete
Reboot the PC

In Game:
From the main menu
Go to the creation center
Load/delete files > All
Delete all files except franchise/Team Builder (if this applies)
