Stadium Lighting is broken

How can this still be an issue?   This is something that I would have expected 10-20 years ago, not in today's video game market.  Everything has been either way over exposed, or lighting is so bright that even outdoor stadiums with full sun shine are never as bright as these are. 

Here is a sample of what these look like and it isn't pretty to see. 

How can we fix this so that we don't have to wear sunglasses to watch the game?
