99 Super Bowl Jalen Hurts not giving plus one speedx

Question

Correct me if I’m wrong, but isn’t the 99 Super Bowl Jalen hurts supposed to give every offensive player you have an extra plus one in speed? I just got Kyle Juszczyk and out him in as my fullback, upgraded him with 5 training, etc. and he’s still sitting a 97 overall with no speed boost at all.

Am I missing something?
