Golden Ticket Tokens

I bought all available golden ticket packs yesterday (birthday gift cards, not a normal occurrence) and accumulated 9 golden ticket tokens. You need 10 to complete the exchange set? Am I missing where you can get the 10th one? Or can you only get 9 at the moment?
