Franchise mode players dont get Mentor tag added

Playing a franchise mode with friends and we're about 7 years in.  We noticed that once the original players with the mentor tag retire, the game does not give that tag to any eligible players.

So in 2031, we don't have a single player at any position who is a mentor.
