Locked Staff Abilities

In franchise mode , for whatever reason all staff abilities are locked except the first slot which is the free one. They say “unlocks at Level 1, Level 1, Level 7,  Level 16, and Level 31”. However I’m level 21 . And this is the second Franchise I started . I started one whe. It first came out then another with the updated rosters . The first one had the abilities and everything unlocked like it was supposed to. Does anyone know if this can be fixed of is this something I have to wait for EA to take care of?
