RPO ISSUE & Overall defense

How is it possible I am in a press man defense out of the dime and a person is able to get an RPO quick hitch off. That makes ABSOLUTELY NO SENSE. Allow real defense and reactions. PLaying hard flats, and people are allowed to throw to the flat. IM playing press man in dime and rpo quick hitch to the offense should not be allowed or should be tackled immediately
