Talent Evaluator - Bugged Ability

Good evening team, 

Just posting a bug report to say “Talent Evaluator” is not working properly in franchise mode, and apparently “Eagle eye” doesn’t work properly either. 

It’s meant to lower the percentage of scouting needed to know the true draft value of a player, but it doesn’t show anything when you attach it. I hope it stacks like other skills. 

Currently when you attach it does the opposite and nothing shows, but when you take it off the true draft value shows. 
 
Could I please ask for this to be amended?
