Weekly Spotlight Sets Do Not Complete

One of the weekly Spotlight objectives is to complete three sets from weekly Spotlight programs. Most weeks I have just completed legends sets and it works. For some reason this week I and completing sets under a whole bunch of different programs and nothing is counting towards the three needed. Anyone else having this problem?
