Better rating but not starting

I created a Superstar character QB with the Saints.  Preseason ends and I’m told I’m the starter.  Seasons starts and I’m the backup even though I’m higher rated than the starter.  I came in during the second game due to an injury and earned player of the week.  Yet, I’m still the backup.  What is the trick to starting or is this a bug?
