99 BTK and Yac ‘Em up still locked

Can some explain this because even the the 10 plus chem with the position hero it’s still locked. 96 BTK for the Xfactor Yac ‘Em Up and 98 BTK for the ability. For Stefon Diggs flashback card. Revie...

Yea the card has to have the capacity to get the ability off stock attributes
