Okay, I've finished all the objectives and totaled up all the points I SHOULD have from them. The total of all objectives is 37,500 XP. According to the field pass, I only have 37,000 even. So somewhere I didn't get 500 XP that I should have. That's the problem.
All of the objectives are checked off.
5 new objectives for 1500 xp each has been added. with a total of 37500 xp available and the final level at 37450 xp it should be possible for everybody to reach the current final level 21.
