Khalil Mack Not Sacking QB

I have Khalil Mack on my mut team. I upgraded him to an 84 using the season pass upgrade tokens. He cannot sack the QB, he just bounces off of him. He can tackle anyone else, just not the qb. Is anyone else having this issue? I don't want to waste any more tokens upgrading him further if he can't sack the qb.
