Malik Hooker?

Why is the 86 Malik Hooker not in the 86 OVR  Campus Heroes Champion Fantasy Pack?? I completed the set specifically for that card. His card is designated in the catalog as a "MUT 26 Campus Heroes Champion." He's an 86 OVR. The description for the set doesn't say, "your choice of 4" or anything like that, that would suggest some 86 OVR Campus Heroes Champion cards wouldn't be included.
