Unreal moments strategy item Madden - not increasing OVR +1 after applying

Equipped the above strategy item and it showed Goff as +1 OVR to 87 and all the other stats increased

logged back on and now it’s back at 86 with the item still applyed and showing.

why is the OVR not showing as +1 at 87?
