User Strong Safety card no longer in my item binder

I received the User strong safety card from a welcome pack a while ago, but now I am looking to upgrade him with training, but he is no longer in my item binder. Is anyone else experiencing this issue?

Still there for me on Xbox. But he can be quicksold. Maybe you sold him by accident...
