Summarize your bug the AI does not call timeout on time to kick a field goal if 1) it has only one timeout left, 2) is in field goal range, but 3) there are more seconds left on the clock than would be necessary to trigger the timeout call, and 4) the normal time runoff (as soon as a player/the defense has selected a play) results in the end of the half.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? see description

in my recent Solo Battle game, my AI opponent had 11 seconds left on the game clock (at the end of the 2nd quarter) when the previous play ended. The AI was in field goal range but selected a "normal" play. after I've chosen the defensive play, due to the normal loss of time (between plays) the half ended although the AI could have called timeout to kick the field goal. The AI trigger of calling timeout obviously does not consider the automatic time runoff. if the AI had at least 2 timeouts left, it would have called timeout (11 seconds before the half).
from my perspective, this bug is related to the no-huddle-timeout bug described here: Franchise - AI bug; CPU in no huddle lets time run out before attempting timeout - Answer HQ
