Can’t hire scouts week 1
When starting in week 1, you miss the opportunity to assign scouts. According to key dates, week 1 is the week to hire scouts

- @bkceasar13 I'm having the same issue. haven't been able to do anything to the scouts at all in Franchise Mode on PC. I can't fire them, hire them, change their region, nothing to them.
