Can't upgrde my power up plauer in madden 19

I'm trying to upgrade my jason peters to a 99 OVR through the power up card but I cannot do so due to when I add the 98 OVR draft card it says it cannot due to the action at the time due to the severs although I can do everything else in the game and have also gone through troubleshooting procedures. This is very frustrating and there seems to be no solution to the problem.
