Chew clock setting is broken, even when off you can still chew clock.

- @broywhiteside I've had similiar problems in recent maddens as well as it doesn't turn on the play following selecting it as well as problems were it won't run down at the end of the quarter or game when turned on for that purpose. At best it seems unreliable.
