@EA_KentWe figured out the fix to this. The only way to get around it is to start fresh and lock your league to Owner Only. Coaches are what is causing the issue to have an extra user.
We tested it for 3 days and after 3 league recreations, it seems that coach leagues have an issue with retirement that leaves an extra coach in your league even after the user has left. This is why people can't fill their leagues past 31/32 no matter what they do.
We did a test league with just owners and filled it with 32 people, and it was the only way to get around it. Hope this helps everyone. It's been a very frustrating last few days as we had to put 32 owners on hold while we tried to figure this out. There wasn't any guidance from EA, but I hope this helps everyone with the same issue.

Coming to you guys to share a VERY frustrating big that has impacted my cloud franchise. The short summary of the issues is after the league is full if you need to replace a user you cannot. This also impacts your ability to retire and create a new character (if you want to switch from owner to coach for example). I called EA multiple times for help and they have told me that the issue is a KNOWN issue and that the development team is aware of the issue and "working" on it. Now I'll get to the details which will highlight why this is so frustrating.
First, this happened in another league that I was in but not the owner of. That was at launch in August. There have been at least 3 title updates that I know of and you are telling me that this hasn't been important enough to address in any of the title updates over the past 2 months?
Now for the details, I have a league with 32 users as I said. One user decided to quit and when I send invites to a user to replace him they get this error. "Our servers cannot process your request..."
He created a smurf, tried again. Same issue. After trying multiple times to join the league shows 33 teams taken but they are not able to get into the league (see below)
I tried to switch from an Owner to a coach but once I selected "Start Playing" I was created with that same error message. Again this ONLY impacts franchises that were full according to my call with EA Help so you wouldn't see this if you are just running a franchise by yourself or with a few friends. But keeping a league FULL is CRITICAL to being able to run an online franchise league. To have something so simple yet integral be broken is crippling and really disappointing. We have tried every work around we can think of but only 1 user has been able to join. 5 other guys were not. The other interesting thing I noticed is the user appears to be hired and fired immediately when trying to join (see below). The new "members" screen doesn't show any users that are not assigned to teams (not sure why that decision was made) but we can't even look to see if the accounts are dormant within the franchise because there is no way to do so within the UI.
I'm BEGGING for a work around that is consistent or a fix to address this. We've run multiple leagues for 11 months dating back to madden 17 and this is the first time we've has any issues like this. I'm sure others have been impacted as well. HELP !!!!!
