Summarize your bug Rather than attempt a 59 yard field goal and miss or punt the ball.. the CPU should have better logic to go for it on 4th down and a few yards when at a certain point in the field. Also if its 4th and inches, there should be a little more randomness when a team will go for it especially near the 50 yard line.

Steps: How can we find the bug ourselves? Watch the CPU miss long field goals or punt on 4th and inches on the opposing teams 45 yard line.
