Found a slider fix for INT CPU vs CPU

Play on Pro Mode. Set both user and CPU (not sure if user even matters for cpu vs cpu and sure I could never get an answer) INTs, DBs and Closure to 1. Increase Passer to 70, Receivers to 65, and pass Blocking to 60. The Slider settings for QB OL and WR can be tweaked, but lowering to Pro mode from all pro takes the players off steroids and makes them more normal. Same settings on all pro did nothing. Some pretty good stats. 3 games into the season and the worst INT per team were 3, and % completion rates averaged mid 60's. Almost feels real. If you play your games, I'm sure this is not for you and too easy But for pure sim mode it's a temp fix.
