Franchise Mode Consistency Rating of Drafted Players

Summarize your bug: An inconsistency between the Consistency rating of existing and newly created players in Franchise mode.
How often does the bug occur?: Every time (100%)
Steps: How can we find the bug ourselves?: Franchise mode using existing rosters and played through at least the first draft.
What happens when the bug occurs?: Existing players when the Career is started have a Consistency Rating of 0. Players obtained through the first NFL Draft (not fantasy draft) have Consistency Ratings between 50-90.
What do you expect to see?: Newly drafted players should not have a Consistency Rating that is higher than that of veterans.

When Franchise Mode is started, existing NFL veteran players have a Consistency Rating of 0 (zero). On the other hand, rookies drafted in the NFL Draft after the season have Consistency Ratings generally between 50-90. It does not make any sense for rookies to have dramatically higher Consistency ratings than veteran players.
I would suggest that either veterans when the Career is started have similar Confidence and Consistency ratings, or that newly drafted players (the NFL Draft after the season is played) should start with zero Consistency as well.
