Give commissioners the power to force trades in CFM.

In CFM, we often know what agreed upon trades are. Sometimes users struggle to get their trades submitted and accepted and such, in a timely manner. It would be really helpful if a commissioner could simply force the agreed upon trade for the 2 users. Just as trades get officially submitted to the NFL office.

    @Travisamore I could see this being a thing. Bit of a generalized idea, but get what u r trying to get at. It could be useful as well considering sometimes ppl can make trades that u don't allow, or if they made the trade before it was verified by a commissioner. U could force them to trade back. And for trades that r basically there where they'd be accepted in the game, but even w/ the bar full, they still deny when it's a good trade for both teams according to the game and the commissioner.
