Is Zone Coverage rating still a "Man Rating" when matching

I ask, cause it doesn't feel like it. Players with high ZCV ratings (without abilities) seem to get consistently best on horizontal routes. 

This shouldn't happen. The purpose of pattern matching is that defenders "jump those routes" not react a step late like they currently do.
