I've had this issue since beta. During the free trial I tried it on another profile and it worked. Figured it was fine and eventually purchased it. Now the issue returns but on my other profile. EA was of no help, always pushing the blame on Sony. Sony pointing out that the issue is solely with Madden 21 and nothing else, pushed the fault back onto EA's shoulders. Etc, etc.
Found two possible fixes. One is to go to a friend or family members house and connect your console to their network and then boot up madden. That might do the trick. Then it's possible you can return home and play as normal. I haven't tried that one yet.
Method two is this: go to settings -> network -> Connect to the Network and uncheck the box (PS4 users). This obviously will only work for those of us that want to play franchise mode and play it offline. Works fine for me because I never liked connected franchise or any of the other garbage. Hopefully this band-aid will work for some of you guys. Happy gaming.
