No Intentional Grounding penalty for AI

As an update after today's patch:

The QB scrambles more, which is great; however, when they throw away in the pocket, they still don't get called for intentional grounding.  It has gotten better, they'll scramble about 20% of the time, take the sack 20% of the time, and throw it away in the pocket 60% of the time without ever being called for a penalty.  So, it's still very frustrating and needs to be addressed.
