Not enough points to purchase this bucket Madden 21

So I never had this issue with Madden 20, I have a HB, QB, SS, and CB with all their skills at 99 for all 3 (or more) archetypes. Yet, this has happened to both my QB and LE on Madden 21. It won't allow be to buy my LE's last Run Stopper upgrade. His finesse and power are 99. My QB still has 2 in Field General, and more than that in Scrambler and strong arm. He also was an Undrafted Free Agent so there's no reason Scrambler can't upgrade his speed, acc, agi, CARRYING (SO I DON'T FUMBLE EVERY SACK?!) Or that strong arm can't raise my 88 Throw Power higher? 

I seen people say it's because your Attributes are maxed, but as I said from Madden 20 and the fact that my QB has plenty to upgrade attribute wise, it must be a bug in the game? 

I like Madden 21, but the amount of crashing, and stuff like this really makes me question the effort going into the product. I mean the least you guys can do is start patching the crashing up?
