Summarize your bug I signed available free agents and traded them for draft picks. if the roster of the trading partner is already full, the traded free agent is probably in the free agents section already and could be signed again. this way you could get all draft picks. the better the free agents, the faster you will get the picks...

Steps: How can we find the bug ourselves? sign one or more free agents and try to get some draft picks from other teams
What happens when the bug occurs? hypothetically, you could really get all the draft picks of all teams without costing your team anything

it is the first time that I started playing an offline franchise in Madden 21. I only played the preseason games and started to look for interesting free agents and trade. then, I signed available free agents and traded them for draft picks. I realised that if the roster of the trading partner was already full (in particular after the first cut to 53 players happened), the traded free agent was immediately availabel in the free agents section and could be signed again. this way you could get all draft picks. the better the free agents, the faster you will get the picks.
at least you will get some 6th or 7th round draft picks for 2-3 free agents. if I do that again and again, I could trade the 6th round picks for 5th round picks, etc. etc. it did not take a lot of time to get both the 1st and 2nd pick of the first round. definitely, that should not be possible. other teams should only accept free agents, if they would not have signed them anyways. and in particular, they should not accept the same players if they have already been signed and released (in the same week).
