Summarize your bug Players can be cut at any time during the season and their salary will not count against current season cap expenditure. This means that even after the last game is played, you can cut all your 1yr contracts back to FA and apply all of their salary to next year rollover. This cannot happen in the NFL because players are paid as they go, so the cap is already spent.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? 1. Play a season--advance until after your last game. 2. Find expensive players you don't intend to keep/re-sign for next year. Cut all of them. 3. Watch your rollover cap go way up for use next year!
What happens when the bug occurs? This bug results in players dumping all their one-year contracts after their final game so they don't have to count that salary for the year so they can pad their rollover.
What do you expect to see? Rollover value needs to be locked in at least before the last game, if not sooner.

This is a subtle exploit but one that many smart users are using. We've had to lock down cuts and adds in our league to try to prevent abuse, which is a major hassle.
