Ratings for players in madden legacy game.

Shouldn’t ratings for someone current players like tom brady , maholmes be something like 99 in this mode? As they have had the ratings in past years and this seems to be using the best version of themselves , i feel like having their best ratings would be more justify? (As evidence by having brady in AFC legacy team instead of NFC?)
