Speed Increases thru XP training points....capped?

is there a maximum amount a players speed can be increased via xp point training upgrades?  

IE is the potential for a players speed to increase  infinite or capped?

Saw a player in a CFM with a player that was +6 speed and was curious if this actually can occur or if this is a clear sign that  the player was artificially boosted?
