I was able to fix this despite having the franchise be connected online
Problem

Fix
Turn OFF progressive fatigue
Manage staff --> Auto subs --> reduce ALMOST ALL sliders to sub out at 40 or 50 and sub in at 60 or 65 (QB sub out 0 & sub in 1)
Alternatively, you may be able super sim for 1 play and it'll return to normal though I did not try that
Turning progressive fatigue off then going to manage staff>auto sub and the turning the sub in sliders all the way down to 61 and the sub out sliders to 0 fixed the issue for me. Feel like it’s unnecessary work on our end when turning off progressive fatigue off should fix it to begin with.
I tried this, and my starters are still not playing. Such a strange issue to have during the game
