Store packs points only?

2 questions here please:

1 - Why are there packs in the store for points only? 

2 - Correct me if I’m wrong here please, but it also seems to me like most of the good or bigger (Multiple) packs are by points only as well? 

This make zero sense to me. Why can’t all packs be purchased by all 4(?) Points, UT, Training and C? I thought everything was supposed to be able to be purchased by in game currency and not real life money.

FUT & HUT don’t have points only packs. Is this how things are starting to go now? If so, this really sucks.
