Stuttering no matter what i set the graphics to

i'm having stuttering and choppy audio in game, the menus work fine most of the time but even they stutter on occasion. I've tried lowering the graphics settings down to the point everything thing is...

Thank you! Can you actually try removing all the USB devices aside from your keyboard/mouse to rule out external devices? Nice card btw!

@EA_Blueberry Just unplugged everything but keyboard, mouse, and controller. Still stuttering. 

I currently have everything in game turned off except v-sync, triple buffering and while its better than the 10fps slideshow I was getting, it's still stuttering and has freezing.
