Just adding myself to the list of people having the same problem. Setting the Madden process to real-time and in my case most graphic settings to low + using DX11 seems to help, but there's clearly something wrong here. I have an i7 9700k + GTX 1080 Ti + 32GB of RAM. Needless to say this is literally the only game I've had any problems with stuttering or lagging.
Do you find the rest of your computer sluggish? Netflix won't even load for me. Browsing reddit/internet is excruciating slow.

Nope. No performance problems on my system browsing the web or playing the latest AAA games (on ultra) with the exception of Madden 20. I will say Real-time + low/medium graphic settings help the Madden performance, but there is still lag and stuttering at times.
