Stuttering no matter what i set the graphics to

i'm having stuttering and choppy audio in game, the menus work fine most of the time but even they stutter on occasion. I've tried lowering the graphics settings down to the point everything thing is...

I am also having the same stuttering issue and I have an AMD R9 280, but I also have an I5-6400. The Realtime priority on Task Manager fixes the issue mostly but causes my network adapter to crash after 10 - 30 minutes. Maybe some more information from my DxDiag could help.
