Stuttering no matter what i set the graphics to

i'm having stuttering and choppy audio in game, the menus work fine most of the time but even they stutter on occasion. I've tried lowering the graphics settings down to the point everything thing is...

    I am running a 7700k with a evga 2080ti and this game definitely has a serious bug, my cpu is also running at a constant 80 - 90%

    the only other game that has been rocketing my cpu like that has been MK12 - my gpu only shoots us to 40 - 50% and that’s 4K with everything set to ultra
