Team Relocation Masden 23

Why is it that the team has to have a rating under 20 to relocate a team? I live in a big city that doesn't have a team and would love to see one here. If I'm playing a offline franchise mode by myself, why can't I just move a team. It's all for fun, but there are restrictions on it. Just doesn't make much sense to me.

    @ruff7070 U should be able to change the setting to be allowed to relo. Been a bit since I've played an offline, but Ik online u can change the settings to allow relocation no matter the rating.
