Unable to Upgrade 99 Overall Players

Summarize your bug I cannot upgrade Jalen Ramsey in Offline Franchise once he reaches 99 overall
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Try to upgrade a 99 Overall rated player
What happens when the bug occurs? Nothing
What do you expect to see? I expect to be able to upgrade my player

Summarize your bug I have a Offline Franchise, where one of my players (CB - Jalen Ramsey) is now rated 99. He did lose his Superstar development for some stupid reason but he is still a Star as a far as development. However for some reason when his XP bar fills and he gets a point, it doesnt allow me to spend it. Now granted a lot of his attributes are 99, but there are still other things that can and should be able to be upgraded, like tackling, speed, acceleration etc. As of right now he is sitting on 3 points unable to use to them. I assume the game has a bug where 99 overall players cant be upgraded. Please tell me this isnt intentionally apart of the game.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Once a player gets to 99, I cant spend upgrade points on them.
What happens when the bug occurs? Nothing. The game ignores my upgrade points
What do you expect to see? I expect to be able to upgrade players regardless of overall rating if Im getting the required XP

    I’m having the exact same issue, it’s super annoying.

    I found a solution but if your not a commish it won’t work, I had to lower Ramsey overall to a 98 each time to use his tokens then i had to put is awareness back to what it was

    I'm going to give that a shot but it sucks that a person has to do that. I ran into the same problem with Minkah Fitzpatrick, who is even younger. His archetypes hit 99 in year 3 and now I have a 23 year old Saftey and a 26 year old corner who cant get better in any areas because of this dumba** archtype development system. 

    EA needs to get to get rid of it. I dont like changing settings, sliders or editing players. 

    Its bad enough I cant change traits like penalty discipline or help a player improve in areas like injury or toughness...

    But once you max out all the archetypes a player cannot improve at all. And that seriously sucks
