All-Pro bundle doesn't appear in store.

I can't purchase the $4.99 all-pro special which includes 3 all-pro packs, 300 madden cash, and the elite coin booster locker item. the bundle does not appear in my store It is unfair that I don't have access to the locker item while others do, giving some an advantage over me. EA chat support told me to post this here as they couldn't help me, not sure how this will help...
