Can't Upgrade Level 25 Players After Completing All Journey Stages

Hoping someone can help me resolve this issue. I double checked to make sure all 5 stages were complete, and they are. I received the epic Tomlinson card, so I know for sure I completed stage 5. Whe...

    You don't have enough AFC helmets like it shows in the last picture you added.
