As of 10:35 am ET, this issue regarding achievements not being retroactive has been reported to EA. They are in the process of addressing this.
Just to follow up with an update on this. Official word was just given that the achievement not being retroactive is actually working as designed.
Another glitch, completed 4 banners yet says i have 0 of 3.

This is not a bug. You needed to have completed the banner sets AFTER reset yesterday when the achievement became available. It is not retroactive.
