is there an age requirement for purchasing cash on madden mobile?

i keep getting an error message that the transaction can't be completed. is this because i'm 11?  i have confirmed that the credit card on file is valid.

Generally anyone under 13 is considered to have a child account. This does depend on which country you live in.
