Is this legal?

I was just told about a site that will sell you Madden overdrive coins for real money.

I went there to check it out and it's for real. Some of the game changers on YouTube actually have ads for this in thier videos. 

They had a live chat page and a lady named Nancy assured me that this was allowed by the rules of the game but I don't think so.

Im not going to post the link or a screenshot because I don't want to promote anyone actually doing this but I really want to know if it is legal what is the difference between this and the coin buying that was going on last season that resulted in so many bans.
