Journey Genesis III-Upgrade OG to level 25

Journey Genesis III requires an OG rare+ of rank 25+ to complete one of the challenges and ultimately complete the stage. In order to upgrade past level 15 you have to complete Journey Genesis Stage III. Am I missing something?
