Google "Coupon collector's problem" to understand how statistics work. If you have 20 unique items (i.e., the 20 different cards you need) and an equal probability of pulling each item it takes an average of 72 items in order to complete a full set. Some people will get lucky and complete it without needing that many, while other unlucky people may need well over 100 wins to complete it. You mentioned that you've won the event 70 times so really you're well within the statistical range.

I should add that OPs complaint isn't new. This is my 3rd year playing Mobile and every September there are people complaining about Domination being impossible, it's not, people just don't understand the math and how probability works. The math is the same as it was in 2014 when I started (and first posted about this).
